ถ้าท่านทำหน้าที่ผู้อำนวยการโรงพยาบาลอยู่ในขณะนั้น ท่านจะทำอย่างไร? สถานการณ์ เวลาประมาณ ๐๘๐๐ น. รพ.รับรักษาผู้บาดเจ็บจากการปะทะในการซุ่มโจมตีเจ้าหน้าที่ เป็นผู้ป่วยชายไทยมุสลิมอายุ ๑๘ ปี แผลถูกกระสุนปืนที่ขาขวา ล้างแผลและทำแผล แนะนำให้นอนรักษาตัวในโรงพยาบาล เพื่อให้การรักษาต่อเนื่อง แต่ญาติต้องการรับตัวผู้ป่วยกลับ ต่อมาเจ้าหน้าที่ขออายัดตัวไว้สอบสวน เนื่องจากเป็นผู้ต้องสงสัย ญาติไม่พอใจมาก เริ่มจับกลุ่มปรึกษาหารือกัน ๑๐๐๐ น.เริ่มมีกลุ่มชาวบ้านชุมนุมอยู่หน้าโรงพยาบาล ประมาณ ๑๐๐ คน เรียกร้องให้ปล่อยผู้ต้องสงสัย มีเสียงโห่ร้องด้วยความไม่พอใจเป็นระยะ เริ่มมีการเขย่ารั้ว จุดไฟเผาถังขยะ มีชาวบ้านเดินทางมาสมทบเพิ่มขึ้นเรื่อยๆ ถ้าท่านทำหน้าที่ผู้อำนวยการโรงพยาบาลอยู่ในขณะนั้น ท่านจะทำอย่างไร?

วัตถุประสงค์ ทราบความหมายของภาวะวิกฤติ และความเสี่ยงของหน่วยงานกับภาวะวิกฤติต่างๆที่เผชิญอยู่ ทราบแนวความคิดในการจัดการในภาวะวิกฤติ ทราบแนวทางการตัดสินใจในภาวะวิกฤติ รู้จักระบบบัญชาการในสถานการณ์ที่ใช้เป็นเครื่องมือในการบริหารจัดการภาวะวิกฤติ ทราบวิธีการจัดทำแผนเผชิญเหตุ(Incident Action Plan: IAP) เพื่อตอบสนองภาวะวิกฤติ ทราบวิธีช่วยเหลือตนเองในภาวะวิกฤติที่อาจต้องเผชิญ เช่น การจับตัวประกัน, การจัดการฝูงชน, การรักษาความปลอดภัย, การเจรจาต่อรอง

What is a Crisis? An intense, unexpected and unstable state that disrupts normal operations, has undesirable outcomes and requires out-of-the-ordinary measures to restore order and normality. Crisis management is the management at a strategic level of the medium and long-term consequences of the incident. Its priorities maintenance of business continuity restoration of customer, shareholder and public confidence. This is balanced against emergency management that is the direct management of the response to an incident and will have as its short-term priorities the preservation of life, protection of property and the prevention of escalation.
