โรคติดเชื้ออุบัติใหม่ (Emerging infectious diseases) นิยามองค์การอนามัยโลก หมายถึง โรคติดต่อเชื้อชนิดใหม่ ๆ ที่มีรายงานผู้ป่วยเพิ่มขึ้นในระยะ 20 ปีที่ผ่านมา 1) โรคติดต่อที่เกิดจากเชื้อใหม่ (New infectious diseases) เช่นโรคซาร์ส ไข้หวัดนก ไข้หวัดใหญ่สายพันธุ์ใหม่ H1N1 2009 ไข้สมองอักเสบนิปาห์ไวรัส 2) โรคติดต่อที่พบในพื้นที่ใหม่ (New geographical areas) เป็นโรคที่มาจากประเทศหนึ่งไปอีกประเทศหนึ่ง หรือข้ามทวีป เช่น โรค เวสต์ไนล์ไวรัส
โรคติดเชื้ออุบัติใหม่ (Emerging infectious diseases) 3) โรคติดต่ออุบัติซ้ำ (Re-emerging infectious diseases) คือโรคติดต่อที่เคยระบาดในอดีตและสงบไปนานแล้วแต่กลับมาระบาดอีก เช่น ไข้ชิคุนกุนยา 4) เชื้อโรคดื้อยา (Antimicrobial resistant organism) เช่น วัณโรคดื้อยา 5) อาวุธชีวภาพ (Deliberate use of bio-weapons) โดยการใช้เชื้อโรคหลายชนิดผลิตเป็นอาวุธ เช่น แอนแทรกซ์ ไข้ทรพิษ เป็นต้น
