A museum is defined as a permanent, non-profit institution, essentially educational or aesthetic in purpose, with professional staff, which acquires objects, cares for them, interprets them, and exhibits them to the public on some regular schedule.

Policy should address itself to the main functions of an art museum as they re generally defined: the acquisition, preservation, and presentation of the collections, as well as the scholarship and interpretation related to them...An effective statement should include reference to such related operational elements as educational programs, membership, public relations, and volunteer organizations, as they relate to the institution.

The collection exists for the benefit of everyone; it should be easily accessible as is consistent with the safety of the individual objects. The preservation and the growth of the collections for future generations must be a primary concern.

However, while circumstances may dictate some necessary deviations from this policy, it is strongly advised that gifts and bequests be of a clear and unrestricted nature, and no work should be accepted with an attribution or circumstances of exhibition guaranteed in perpetuity.

The disposal of a work of art from a museum’s collection requires particularly rigid examination because such an action is usually irrevocable. While the retention of all material entering a collection can be justified, disposal on grounds of taste is problematical and should exercised with great caution. Any disposal should be related to a broad policy rather than to the exigencies of the moment.

It is ultimately the responsibility of the Director, with the advice of the Curators. Correctness insofar as possible is essential if the museum is to fulfill its responsibility; therefore, regardless of exterior opinion and pressures, the information must represent the current reasoned convictions of the staff...Major changes in attribution or in attitudes concerning authenticity should be reported to the Board.

While the selection of works to be displayed is a matter of professional judgment, the manner of their exhibition is more a matter of aesthetic taste than principle. The Director necessarily has the final responsibility for the installation, but much of that responsibility can be given to the Museum Designer (if one exists) and the Curator concerned.

The education program, geared to different levels, may present lectures, gallery talks, programs of the performing arts, films, art classes, and audiovisual displays, as well as activities beyond the museum walls.

Trustees, administrators, curators, staff, visitors, members, and public officials all have an interest in the institution…In principle, the museum exists to make its collections and its related programs available to the greatest number of people. This objective is most likely to be achieved where there is a division of responsibility, a sharing of information, and a readiness to subject authority to the requirements of a well-defined system of accountability.
