พรบ.ประกอบรัฐธรรมนูญ, พรบ., พระราชกำหนด ข้อบัญญัติหรือข้อบังคับของ อปท พระราชกฤษฎีกา กฎกระทรวง ข้อบัญญัติหรือข้อบังคับของ อปท
มีผลทางกฎหมาย 3 ประการ 1. กฎหมายที่มีศักดิ์ต่ำกว่าจะตราออกใช้ได้ก็แต่โดยอาศัยกฎหมายที่มีศักดิ์สูงกว่าให้อำนาจไว้
2. กฎหมายที่มีศักดิ์ต่ำกว่า โดยเฉพาะกฎหมายลูกบทจะตราออกใช้อำนาจเกินกฎหมายแม่บทไม่ได้
3. กฎหมายที่มีศักดิ์ต่ำกว่าจะขัดหรือแย้งกฎหมายที่มีศักดิ์สูงกว่าไม่ได้
