1 การสัมมนาเชิงปฏิบัติการระดับภูมิภาค เพื่อการวางแผนนโยบายสำหรับประเทศกำลัง พัฒนา ระหว่างวันที่ 10 -12 มีนาคม 2553 ณ เมืองบาหลี ประเทศอินโดนีเซีย คุยกันสบายๆ หลากสไตล์ การมาตรฐาน วันอังคารที่ 4 พฤษภาคม 2553

2 ความ เป็นมา ประเทศสมาชิกกำลังพัฒนาต้องการให้มี การร่วมกันพิจารณากำหนดกิจกรรมที่จะ ดำเนินการต่อไปไว้ใน ISO Action Plan 2011 - 2015 ISO จึงจัดสัมมนาเชิงปฏิบัติการเพื่อรับ ฟังความคิดเห็นจากประเทศสมาชิกใน ภูมิภาคต่างๆ การสัมมนา ณ บาหลี เป็นการสัมมนา เพื่อรับฟังความเห็นของประเทศสมาชิก ISO ในภูมิภาคเอเซียตะวันออกเฉียงใต้ และเอเซียใต้

3 วัตถุประ สงค์ เพื่อให้ประเทศสมาชิกมีส่วนร่วมประเมินผล กิจกรรมที่ผ่านมาและร่วมกันวางแผน นโยบายสำหรับประเทศกำลังพัฒนา เพื่อ นำไปแปลงเป็นแผนปฏิบัติการสำหรับ ประเทศกำลังพัฒนา ในรอบปี 2554 – 2558 (ISO Action Plan for developing countries 2011 – 2015)

7 ข้อเสนอให้ ISO ดำเนินการ 1 Lack of awareness of Internation Standards (manufactures, customers, stakeholders etc.) a.Customers, students Proposed actions: - Education like including news and slogans in media, TV programs and radio programs,News papers, ISO sites, conducting seminar & workshop in developing countries etc. for raising awareness of this part of society. - Preparing packages suitable for using as syllabuses for universities and materials for schools as well as games like “ISO memories” for children, which can help them be familiar with standards and ISO.

8 ข้อเสนอให้ ISO ดำเนินการ b.Government Proposed actions: - Holding seminars, workshops, etc., especially on the issues important for those countries in different developing countries. - Extending ISO relationship with other international organizations such as WTO, FAO, WHO, World Tourism Organization, CODEX, etc.,which have members consists of organizations / ministries in developing (and developed) countries, encouraging them to use ISO standards instead of preparing private standards and ask them to encourage their members in developing countries ( and developed countries) to use them as well. So, the government organizations will be more aware of the international standards. This will avoid parallel activities too.

9 ข้อเสนอให้ ISO ดำเนินการ c. Stakeholders (Manufacturers,expertise,user) Proposed actions: - Giving the opportunity to developing countries to host more meetings, workshops, etc. in order to raise the awareness and participation of the stakeholders in those countries.

10 ข้อเสนอให้ ISO ดำเนินการ 2 Insufficient infrastructure to support standardization Proposed actions 2.1 To train a core group of people on standardization, including development of legislations, policies etc 2.2 To understand the requirement of ISO standards and directives for an effective and efficient standard development process. 2.3 To develop ICT tools for supporting good practice.

11 ข้อเสนอให้ ISO ดำเนินการ 3 Insufficient stakeholders participation in standardization Proposed actions: 3.1 Training for key stakeholder in international standards development on procedure systems. 3.2 Providing general guidelines to improve stakeholder participation in developing countries 3.3 Dissemination of technology/transfer of technology to developing countries

12 ข้อเสนอให้ ISO ดำเนินการ 3.4 Developing an IT based program for developing countries to enable the stakeholder to participation more efficiently. 3.5 Conducting training program/sharing experiences on ISO TC work. 3.6 Give more opportunity for stakeholder.

13 ข้อเสนอให้ ISO ดำเนินการ 4 Insufficient implementation of standardization Proposed actions: 4.1 To conduct awareness with the stakeholders including trade associations, regulators, consumer associations 4.2 Collaboration with industries to promote standards implementation through their own products 4.3 To encourage regulators to use standards as basis for technical regulation 4.4 To develop standard information network to support marketing and promotion program of national and international standards (implementation of POCOSA)

14 ข้อเสนอให้ ISO ดำเนินการ 5 Lack of expertise concerning standardization Proposed actions: 5.1 Training of ISO Directives/Procedures 5.2 Case study of participation in international standards work 5.3 Extending free train courses to SC/WG convenors 5.4 Expansion of train-the- trainers to other developing countries 5.5 Set up regional training centre 5.6 Standards education (long term solution)

15 ข้อเสนอให้ ISO ดำเนินการ 5.7 Increased obligation of TC chairs/convenors/drafters to showcase implication of the portfolio of standards under their TC and to train the local stakeholder 5.8 Impact assessment of twinning arrangements and to review and revise the policy accordingly 5.9 More twinning arrangements and encourage twinning amongst developing countries 5.10 Form of recognition for twinning arrangements 5.11 Conduct training courses at regional level instead of ISO/CS 5.12 To facilitate easy search for resources required for NSB standards partner, NSB staff

16 ข้อเสนอให้ ISO ดำเนินการ 6 Language barrier Proposed actions: 6.1 Circulate the document as early as soon for more reading/interpretation time 6.2 Encourage all speakers to speak slowly and clearly at TC meetings 6.3 Get the TC chairman to repeat questions 6.4 ICT – ISO to provide source code for translation

17 ข้อเสนอให้ ISO ดำเนินการ 7Insufficient participation in ISO Policy making and insufficient understanding Proposed actions : 7.1 Enhancement of location of Policies in ISO web (directives, Policies, PSDO Agreement) 7.2 Propose of helpdesk services at ISO/CS for policy agreement 7.3 Extra membership from developing countries in SAG and ad-hoc taskforces/groups

18 ข้อเสนอให้ ISO ดำเนินการ 8 New technologies for technology transfer Proposed actions: 8.1 ISO can present more information regarding new technologies and related standards on its website to introduce them more to developing countries. So it can draw the attention of developing countries to that technical field for more participation. Supporting the participation of the delegates of developing countries in the related meeting would be useful for achieving this objective too. 8.2 Some new technology standards like climate change and energy management systems influence the country’s policy. So, in order to increase the participation, ISO should establish a fund where interested member countries can apply and participate.

19 ข้อเสนอให้ ISO ดำเนินการ 9 Lack of information on ISO and activities Proposed actions: 9.1 ISO can put useful information regarding courses, policies, decisions, etc. on its website without protecting them by password. Because not all of the password protected information are subject to be misused. 9.2 Information regarding the procedures of selecting the experts, selecting the host countries ( after filling in the questionnaire on need of technical assessment) should be available 9.3 Information regarding the procedure of participation in ISO work and attending the meetings could be available for everybody

20 ข้อเสนอให้ ISO ดำเนินการ 10 Lack of fund for participation in international standards Proposed actions: 10.1 Launch of global sponsorship, (similar to IEC) to increase sources of funding 10.2 Higher allocation of fund for hosting of technical meetings( current fund allocated for hosting of seminars/ workshop/training purpose 10.3 To reduce the royalty of developing countries and increase retrocession
