3For rulers are not a terror to good conduct, but to bad. Would you have no fear of the one who is in authority? Then do what is good, and you will receive his approval,

4for he is God's servant for your good
4for he is God's servant for your good. But if you do wrong, be afraid, for he does not bear the sword in vain. For he is the servant of God, an avenger who carries out God's wrath on the wrongdoer.

4เพราะว่าผู้ครอบครองนั้น เป็นผู้รับใช้ของพระเจ้าเพื่อให้ประโยชน์แก่ท่าน แต่ถ้าท่านทำความชั่วก็จงกลัวเถิด เพราะว่าผู้ครอบครองนั้นหาได้ถือดาบไว้เฉยๆไม่ ท่านเป็นผู้รับใช้ของพระเจ้า และจะเป็นผู้ลงพระอาชญาแทนพระเจ้าแก่ทุกคนที่ประพฤติชั่ว

5Therefore one must be in subjection, not only to avoid God's wrath but also for the sake of conscience. 5เหตุฉะนั้นท่านจะต้องอยู่ในบังคับบัญชา มิใช่เพราะเกรงพระอาชญาสิ่งเดียว แต่เพราะจิตที่สำนึกผิดชอบด้วย

6For the same reason you also pay taxes, for the authorities are ministers of God, attending to this very thing. 6เพราะเหตุผลอันเดียวกันท่านจึงได้เสียส่วยสาอากรด้วย เพราะว่าผู้มีอำนาจนั้นเป็นผู้รับใช้ของพระเจ้า และปฏิบัติหน้าที่นี้อยู่

7Pay to all what is owed to them: taxes to whom taxes are owed, revenue to whom revenue is owed, respect to whom respect is owed, honor to whom honor is owed.

7ท่านจงให้แก่ทุกคนตามที่เขาควรจะได้รับ จงเสียส่วยสาอากรตามที่ควร เสียภาษีตามที่ควร ความยำเกรงควรแก่ผู้ใด จงยำเกรงผู้นั้น จงให้เกียรติยศแก่ผู้ที่ควรจะได้รับ

2to speak evil of no one, to avoid quarreling, to be gentle, and to show perfect courtesy toward all people. 2อย่าให้เขาว่าร้ายผู้ใด อย่าให้เป็นคนมักทะเลาะวิวาทกัน แต่ให้เป็นคนสุภาพ แสดงอัธยาศัยไมตรีอันดีงาม

8The saying is trustworthy, and I want you to insist on these things, so that those who have believed in God may be careful to devote themselves to good works. These things are excellent and profitable for people.

9But avoid foolish controversies, genealogies, dissensions, and quarrels about the law, for they are unprofitable and worthless.

13Do your best to speed Zenas the lawyer and Apollos on their way; see that they lack nothing. 13ท่านจงช่วยส่งเศนาสผู้เป็นทนายความกับอปอลโลไป อย่าให้เขาขาดสิ่งใด

14And let our people learn to devote themselves to good works, so as to help cases of urgent need, and not be unfruitful. 14ให้พวกเราเรียนรู้ที่จะกระทำการดีด้วย เพื่อจะเป็นประโยชน์เมื่อถึงคราวจำเป็น และเพื่อพวกเราจะไม่เป็นคนที่ไร้ผล
