คำนิยามโครงการ : กิจกรรม ใช้ทรัพยากร (เงิน คน เวลา) มีเวลาเริ่มต้นและมีเวลาสิ้นสุด ความสำคัญโครงการ ทำไมเกิดโครงการ ไปตอบอะไร สมัยก่อนมีโครงการไปตอบการจัดทำงบประมาณ ทำในสิ่งอยากทำ โครงการที่แก้ปัญหา หรือเป็นโครงการคิดจากข้างใน สมัยนี้มีโครงการ ไปตอบยุทธศาสตร์ ทำตามยุทธศาสตร์ โครงการที่ตอบสนองทั้งโอกาสและปัญหา 70:30 คิดจากข้างนอก มองทิศทางและการเปลี่ยนแปลง มีวงจรการพัฒนาโครงการ เกิด โต อิ่มตัว จบ มีโครงการต่อเนื่อง
