Stakeholder Direct stakeholder = process owner คือ สธ. จังหวัด ผอ. โรงเรียน นักเรียน Indirect stakeholder= สื่อมวลชน, สำนักงบประมาณ, ประชาชน, ผู้ปกครอง, กรมอื่นๆ บริษัทขนมอบกรอบ แม่ค้า ฯลฯ

อำนาจต้อง decentralised ข้อมูลต้อง centralised เพราะฉะนั้น Project Leader ต้องมี Real Time feedback จึงจะ 1. ควบคุมได้ (control) 2. อำนวยความสะดวกได้ ( facilitate) 3. กำกับดูแลได้ (assess) ดังนั้น เครื่องมือคือระบบข้อมูลชนิด Indicator-based Information system(IBIS) ทำหน้าที่เป็นกระจกส่อง Reflection System ให้เห็นความเป็นไปที่เป็นปัจจุบัน ที่เป็นข้อมูลแท้จริง, โปร่งใส ที่ช่วยให้เกิดอำนาจการวิเคราะห์, สังเคราะห์
