ประธานกลุ่มวิจัยของสภาวิจัยต้องประชุมร่วมกับคณะรัฐมนตรีเพื่อชี้ แนวที่ถูกต้องของงานวิจัยของชาติและกำหนดงบประมาณ แยกกลุ่มวิจัยนิเทศศาสตร์ออกจากกลุ่ม computer science ตั้งเป้าหมายว่าจะเป็นหมายเลข 1 ในบริเวณใดของโลกในอีกกี่ปี ตั้งแนววิจัยในแต่ละปีตามทิศทางที่จะต้องไปและงบประมาณ ปรับระบบการตรวจโครงการวิจัยโดยใช้ผู้เชี่ยวชาญสายตรง ลดการส่งคนเรียนต่อต่างประเทศ ให้คนเก่งเรียนในประเทศเพื่อ ผลิตงานวิจัยที่ดี ดึงต่างชาติที่เก่งมารับใช้ computer science ต้องไม่ใช่วิชาเลือกในระดับมัธยม
