ได้เสนอรูปแบบระบบการสอน สรุปรวมได้ 3 องค์ประกอบคือ 1.  กำหนดผล (จุดมุ่งหมาย) ของการสอน 2.  การพัฒนาการสอน 3.  การประเมินการเรียนการสอน

จากองค์ประกอบหลักทั้ง 3 ประการนี้ ดิคและคาเรย์ ได้แบ่งกิจกรรมการจัดระบบการสอนออกเป็น 10 ขั้น

    1. การกำหนดความมุ่งหมายการสอน (identify instructional goals)  เป็นการกำหนดความมุ่งหมายการสอน ซึ่งต้องพัฒนาให้สอดคล้องกับความมุ่งหมายทางการศึกษา จากนั้นก็ทำการวิเคราะห์ความจำเป็น (need analysis) และวิเคราะห์ผู้เรียน Conduct Instruct. Goals Identity Entry Behaviors     2. การวิเคราะห์การสอน (conduct instructional analysis) ขั้นตอนนี้อาจทำก่อนหรือหลังขั้นที่ 3 หรืออาจจะทำไปพร้อม ๆ กันก็ได้  การวิเคราะห์การสอนเป็นการวิเคราะห์ภารกิจหรือวิเคราะห์ขั้นตอนการดำเนินการสอน ในเรื่องนี้ กาเย่ (Gagne. 1985) ได้เสนอ แนะว่า การวิเคราะห์การสอนอีกลักษณะหนึ่งก็คือ information-processing analysis ตามแนวคิดของกาเย่นั้นเอง   ผลการวิเคราะห์การสอนที่ได้ จะเป็นการจัดหมวดหมู่ของภารกิจ (task classification) ตามลักษณะของจุดมุ่งหมายการสอน

    3. ศึกษาพฤติกรรมเบื้องต้นและคุณลักษณะของผู้เรียน (identify entry behaviors and characteristics) เป็นการระบุพฤติกรรมหรือทักษะเฉพาะที่ผู้เรียนต้องมีก่อนการเรียน และลักษณะของผู้เรียน ซึ่งมีความสำคัญต่อการเลือกกิจกรรมการเรียนการสอน Conduct Instruct. Goals Identity Entry Behaviors     4. เขียนจุดมุ่งหมายการเรียน (write performance objectives) ซึ่งเป็นการเขียนวัตถุประสงค์แสดงความเจาะจงว่า ต้องการให้ผู้เรียนสามารถทำอะไรได้เมื่อเรียนจบบทเรียน โดยระบุพฤติกรรมเมื่อผู้เรียนแสดงสถานการณ์ที่เกิดพฤติกรรมนั้น     5. สร้างแบบทดสอบอิงเกณฑ์ (develop criterion referenced test) เป็นการสร้างแบบทดสอบที่อิงวัตถุประสงค์ สามารถวัดความสามารถของผู้เรียนตามที่เขียนไว้ในวัตถุประสงค์ สิ่งที่สำคัญที่สุดคือข้อกระทงจะต้องสอดคล้องกับพฤติกรรมในวัตถุประสงค์การประเมินผลการเรียนรู้ยึดเกณฑ์เป็นหลัก

    6. พัฒนายุทธวิธีการสอน (develop instructional strategy) เป็นการวางแนวทางที่จะใช้ในการสอน เพื่อให้การสอนดำเนินไปสู่เป้าหมาย ยุทธวิธีการสอนประกอบด้วย กิจกรรมการสอน การเสนอบทเรียน การฝึกฝน การให้ข้อมูลย้อนกลับ การวัดผลกิจกรรมต่างๆ ภายหลังบทเรียน ในการจัดให้เกิดการปฏิสัมพันธ์กันภายในชั้นเรียน จำเป็นต้องวางยุทธวิธีการสอนที่มีประสิทธิภาพ ซึ่งต้องอาศัยความรู้เกี่ยวกับการวิจัยการเรียนรู้ ความรู้ใหม่เกี่ยวกับการเรียนการสอน ความรู้ในเรื่องเนื้อหาและตัวผู้เรียน Conduct Instruct. Goals Identity Entry Behaviors     7. เลือกและพัฒนาสื่อการเรียนการสอน (develop and select instructional materials) เป็นการนำยุทธวิธีการสอนที่วางไว้มาคัดเลือกกิจกรรมการเรียนการสอน ซึ่งรวมถึงการสร้างคู่มือผู้เรียน คู่มือผู้สอน สื่อการเรียนการสอนทั้งสื่อสิ่งพิมพ์และสื่อโสตทัศน์ รวมถึงแบบทดสอบ

    8. ออกแบบและจัดการประเมินระหว่างเรียน (design and conduct formative) เป็นการสร้างเครื่องมือ เพื่อเก็บรวบรวมข้อมูลมาใช้ในการปรับปรุงการเรียนการสอน Conduct Instruct. Analysis Revise Instruction Develop Criterion-Reference Tests Develop Instruct. Strategy Develop & Select Instruct. Materials Develop & Conduct Formative Evaluation Develop & Conduct Summative Evaluation Writ Performance Objectives Identify Instruct. Goals Identity Entry Behaviors    9. แก้ไขปรับปรุงการสอน (revise instruction) เป็นการนำข้อมูลที่ได้จากการประเมินระหว่างการเรียนแจ้งให้ผู้เรียนทราบ เพื่อทำการทบทวนหรือแก้ไขข้อบกพร่อง ขั้นการแก้ไขและปรับปรุงการสอน นับตั้งแต่ขั้นที่ 2 จนถึงขั้นที่ 8   10. ออกแบบและจัดการประเมินหลังเรียน (design and conduct summative evaluation) เป็นการใช้แบบทดสอบเก็บข้อมูลมาประเมินคุณค่าของการสอน และการเรียนรู้
