5 ประชาคมอาเซียนคืออะไร เหตุใดมีความสำคัญถึงขนาดที่บุคคลากรท้องถิ่นต้องเตรียมพร้อม
ประชาคมอาเซียน (ASEAN Community; AC) เป็นองค์การระหว่างประเทศระดับภูมิภาค ประกอบด้วย ประเทศสมาชิก 10 ประเทศ ที่ลงนามก่อตั้งประชาคมอาเซียนใน “กฎบัตรอาเซียน” (The ASEAN Charter) มี ผลผูกพันตามกฎหมายระหว่างประเทศที่ประเทศสมาชิกต้องปฏิบัติตามข้อกำหนดทั้งหลายในกฎบัตร อาเซียนอย่างสุจริต กล่าวคือ ประเทศสมาชิกตรามาตรการที่จำเป็นทุกประการรวมทั้งการตรากฎหมาย ภายในเพื่ออนุวัติบทบัญญัติของกฎบัตรนี้อย่างมีประสิทธิภาพและเพื่อปฏิบัติพันธกรณีทั้งหมด (มาตรา 5 the ASEAN Charter) ประชาคมอาเซียน ประกอบด้วย 3 ประชาคม (เสาหลัก) ได้แก่ ประชาคมอาเซียนด้านความมั่นคง (the ASEAN Security Community), ประชาคมอาเซียนด้ายเศรษฐกิจ (the ASEAN Economic Community: AEC), ประชาคมอาเซียนด้านสังคมและวัฒนธรรม (the ASEAN Socio-Culture Community) กล่าวคือทั้งสาม ประชาคมและในแต่ละประชาคมนั้มีผลกับประเทศสมาชิกประชาคมทั้งสิบประเทศ ความมุ่งประสงค์ และหลักการ ของประชาคมอาเซียน (ดูตามเอกสารแยก) กัญญา หิรัณย์วัฒนพงศ์, คณะนิติศาสตร์ มหาวิทยาลัยเชียงใหม่, 16 พ.ค. 2557ใ

15 สิ่งใหม่ในความเป็นประชาคมอาเซียนที่ต้องทำความเข้าใจและปฏิบัติเพื่อการแข่งขันที่มีประสิทธิภาพ
ประเทศและประชาชนรวมถึงบุคคลากรท้องถิ่น จะอยู่ภายใต้กรอบที่ใหญ่กว่ากรอบระดับประเทศ แต่ ทั้งนี้ไม่ได้หมายความว่าความเป็นประเทศและการเป็นประชากรของประเทศนั้นจะถูกสลายไป เพียงแต่ ว่ากฎเกณฑ์รวมถึงกฎหมายภายในจะสอดคล้องกับกติกาตามที่ปรากฏในกฎบัตรอาเซียน ศักยภาพและประสิทธิภาพการแข่งขันถูกกำหนดเป็นเป้าหมายของประชาคมและประเทศสมาชิกต้อง ดำเนินการสู่เป้าหมายดังกล่าว เรื่องนี้อาจไม่ใหม่ แต่ความคาดหวังและความผูกพันทางกฎหมายที่มุ่งสู่ เป้าหมายนี้เป็นสิ่งใหม่ (เดิมประเทศของใครก็จัดการกันไป – ได้บ้าง ไม่ได้บ้าง) ทัศนะการขับเคลื่อนและบริหารประเทศในระดับภูมิภาค – ไม่ได้มองเพียงแค่ระดับประเทศเท่านั้น – ทัศนะของการพัฒนาเชิงประสิทธิภาพเพื่อการแข่งขันที่ดี และส่งผลเป็นความเข็มแข็งระดับภูมิภาค กัญญา หิรัณย์วัฒนพงศ์, คณะนิติศาสตร์ มหาวิทยาลัยเชียงใหม่, 16 พ.ค. 2557ใ

Strategic objective: Establish effective, efficient, transparent, responsive and accountable civil service systems Actions: Develop strategies for the implementation of the ASEAN Conference on Civil Service Matters (ACCSM) Work Plan ( ) by 2009

18 Access to healthcare and promotion of healthy lifestyles
Strategic objective: Ensure access to adequate and affordable healthcare, medical services and medicine, and promote healthy lifestyles for the peoples of ASEAN. Actions: Promote investment in primary health care infrastructure, in a rational manner and likewise ensure adequate financing and social protection for the poor and marginalised populations for better access to services and achievement of health-related Millennium Development Goals (MDGs);

19 Promotion of ASEAN awareness and a sense of community
Strategic objective: Create a sense of belonging, consolidate unity in diversity and enhance deeper mutual understanding among ASEAN Member States about their culture, history, religion, and civilisation. Actions: Review and develop new Regional and National Communication Plan in each Member State to support ASEAN identity and awareness building efforts;

20 Promotion of Cultural Creativity and Industry
Strategic objective: Enhance ASEAN identity and togetherness through cultural creativity and the promotion and cooperation on cultural industry. Actions: Promote the development of cultural industry resources by facilitating collaborations and networking between and among small and medium-sized cultural enterprises (SMCEs); Promote wider opportunities for cultural creativity among youth and all sectors of the population, including the ethnic groups;

22 Consumer Protection Building of an integrated economic region with a people-centred approach Actions: Strengthen consumer protection in ASEAN through the establishment of the ASEAN Coordinating Committee on Consumer Protection (ACCCP); Establish a network of consumer protection agencies to facilitate information sharing and exchange;

23 Shaping and Sharing of Norms
