17 ปรากฎการณ์เอลนิโญ ในปลายศตวรรษที่ 19 นักคณิตศาสตร์ชาวอังกฤษชื่อ Gilbert Walker ได้ให้นิยาม Southern Oscillation ว่า เป็นการหมุนเวียนของความกดอากาศเหนือพื้นน้ำทะเลที่ เปลี่ยนแปลงในพื้นที่ต่าง ๆ ตลอดเขตร้อนของมหาสมุทร แปซิฟิก ซึ่งในขณะนั้นเขาได้ทำการบันทึกข้อมูลความกด อากาศในหลายตำแหน่งเช่น ดาร์วิน ประเทศออสเตรเลีย, เกาะแคนตัน บริเวณตอนกลางของมหาสมุทรแปซิฟิก และ ซานติเอโก ประเทศชิลี เป็นต้น ต่อมานักวิจัยได้เลือกศึกษาการเปลี่ยนแปลงเพียงสอง ตำแหน่งคือที่ตาฮิติและดาร์วิน โดยการหาความแตกต่าง ของความกดอากาศของทั้งสองตำแหน่งนี้ ที่ความกดอากาศที่ตาฮิติลบด้วยความกดอากาศที่ดาร์วิน และแปลงให้เป็นค่าดัชนีแล้วเรียกว่า Southern Oscillation Index (SOI) ซึ่งเมื่อค่าดัชนี้มีค่าลบจะ พบว่าในขณะที่เกิดปรากฏการณ์เอลนีโญ (El Nino) หรือหากค่าดัชนีมีค่าบวกจะพบว่าเกิดปรากฏการณ์ลา นิญา (La Nina) ซึ่งเป็นปรากฏการณ์เกิดลักษณะอากาศ ที่มีความผิดปกติตรงข้ามกับปรากฏการณ์เอลนิโญ
