I have been looking forward to receiving your delegations since my last visit in Stockholm to attend the Mekong Forum in 2005, where we had very fruitful gathering and discussion on the development of the GMS there.

Thailand’s per capita GNP is at the third rank in Southeast Asia, accounted to 2,540 USD which is about 1/10 of Singapore’s per capita GNP (24,220 USD) and only about a half of Malaysia’s per capita GNP. The Program has started in 1992, when the political situation eased in the subregion, with the objective of facilitating economic cooperation and integration among the six countries of the Mekong Subregion. Since then, GMS has evolved gradually and now covers eight (9) priority sectors as you see in the slide. It is now considered as a broad-based comprehensive scheme and regarded as a successful model of regional cooperation. Vietnam Cambodia ทะเลอันดามัน อ่าวไทย

WTO EU Korea Japan PRC ASEM ACD GMS + ACMECS ASEAN AFTA IAI AEC NAFTA APEC BIMST-EC While Southeast Asia is our most geographically immediate priority, Thailand is also looking beyond for cooperation opportunities. Asia is where over 60 percent of the world’s population live. Asia’s international foreign reserves make up over 75 percent of the developing world’s combined. We believe that these factors, in addition to Asia’s abundant natural resources, cultural diversity, and ancient wisdom, are sources of strength that can and should be tapped. The best first step to unlock this potential is through greater cooperation and dialogue. Towards this goal, Thailand initiated the Asia Cooperation Dialogue, or ACD, as the first ever ministerial-level forum to encompass all the various sub-regions of Asia. During the past 4 years, the ACD has rapidly expanded its membership and scope of cooperation, which included energy security, poverty eradication and financial cooperation, among many others. One of the issues on which the ACD has been particularly active is the development of an Asian bond market. The 1997 crisis taught us the importance of having a regional financial architecture to ensure stability in the face of global volatility and uncertainty. The Asian bond market would serve a dual purpose. It would be another alternative for international and regional investors to put their capital. It would also help channel that capital towards financing Asia’s development needs, thus enabling Asia’s wealth to create greater prosperity in our region rather than elsewhere. At the international level, we are committed to multilateral solutions in both the economic and political spheres, particularly to seeing the Doha Round of trade negotiations concluded on time. To lock in the benefits of freer trade while the WTO talks continue, we have been pursuing regional and bilateral free trade agreements with key partners, including India, Japan and the United States. Countries with which we already have FTAs in place are China, Australia, New Zealand and Bahrain. Free trade is a strange creature. It is something that economists overwhelmingly believe in and governments work hard to achieve, because they are convinced it would benefit the economy. But free trade, as part of the broader phenomenon of globalization, also finds fierce resistance from people in both developed and developing countries. IMT-GT FTAs… e.g. China, Australia, New Zealand, Bahrain, India, USA, Japan, etc…

7 FLOW ของปัจจัยการผลิต
ประเทศ เพื่อนบ้าน เงินทุน การคาดการณ์ ในอนาคต ช่องว่างทางเศรษฐกิจ จะห่างมากขึ้นระหว่างไทยกับเพื่อนบ้าน การ Flow จะมากขึ้นหากเศรษฐกิจไทยเข้มแข็งและขยายตัวเร็วกว่าเพื่อนบ้าน เทคโนโลยี วัตถุดิบ ไทย แรงงาน Flow ของปัจจัยการผลิตบางส่วนทำให้เกิดปัญหา โดยเฉพาะแรงงานหลบหนีเข้าเมือง สิ่งผิดกฎหมาย ยาเสพติด FLOW ของสินค้า (Click) At this point, maybe some of you are wondering why SKR and NBR should do the business forum together? Let me repeat something we keep saying from the beginning of the study. This is the fact that there is a very clear complementary characteristics between SKR and NBR. Firstly, (click) SKR(Lao) side has advantage in a Local Resource Base. On the other hand, (click) NBR (Thai) side has a better Market Access. (click) To link Local Resources on the Lao side and a Market Access on the Thai side, (click) it is needed to bring a package of capital investment and technology transfer into the CBR. So, who will be the agents to facilitate this complementary package within the local socio-economic context? The answer is clear (click). They are the business persons in SKR and NBR, Then who will be the providers of these capital-and-technology packages.
