7 ข้อสังเกตและบทเรียน การดูแลผู้งอายุในชุมชน/ที่บ้าน โดยครอบครัว ญาติ เพื่อนบ้าน ยังมีสัดส่วนมากกว่า การดูแลอย่างเป็นทางการ โดยรัฐ/เอกชน - นโยบายของรัฐ - ความต้องการของผู้สูงอายุ - ความสามารในการเข้าถึงบริการ (แพง ไม่มีบริการ) อาจเป็นปัจจัยเงื่อนไขทำให้ไม่เห็นความจำเป็นในการพัฒนานโยบาย บริการโดยภาครัฐ และเอกชน (เช่น ความจำเป็นการศูนย์บริบาลผู้สูงอายุ) ความจำเป็นที่จะต้องมีความสมดุลย์ระหว่าง 2 แนวทาง
